I selected the area around the iris, desaturated the rest of the image, and then increased contrast just a little. The color of the eye was already quite blue, all I did was make it pop a little more.

Actually I edit using GIMP. It does a lot of the same things that photoshop does, but you could just as easily achieve this effect in photoshop, too.

Appropriate title I have to admit. But more than that, the hue of that eye makes me think that it could gaze into the world too, just a thought, and not that I believe in such things, but I guess thats the power of art.
